bio | Tom Farer | International Law/Legal Senior Adviser of Secretary General |
Now a University Professor at the University of Denver, the former Dean (1996-2010) of the Josef Korbel School of International Studies at the University of Denver is also the former President of the Inter-American Commission on Human Rights of the Organization of American States OAS), the first American ever to head a principal organ of the OAS. In addition, he has also served as President of the University of New Mexico. Currently He is Honorary Professor of Peking University and Director of the Center for China-United States Cooperation. Within the United states Government, he has served as special assistant first to the General Counsel of the Department of Defense and then to the Assistant Secretary of State for Inter-American Affairs. He has taught law at Columbia University, American University, Rutgers, Tulane and Harvard and international relations at Cambridge University, Princeton's Woodrow Wilson School and the Johns Hopkins School for Advanced International Studies. And he has been a Senior Fellow of the Council on Foreign Relations and the Carnegie Endowment for International Peace. Farer has published 12 books and monographs and well over 100 articles and book chapters primarily concerning issues of international and comparative law, foreign policy, human rights and international institutions. His most recent book, Confront Global Terrorism and American Neo-Conservatism: The Framework of a Liberal Grand Strategy, was published by Oxford University Press in March 2008. His articles have appeared in such journals as Foreign Affairs, Foreign Policy, the New York and London Review of Books, International Organization, World Politics and the Harvard and Columbia Law Reviews. Shorter pieces have appeared in Newsweek, The New York Times, The Los Angeles Times, The International Herald Tribune and The Washington Post. He has lectured widely at universities and research centers in the United States, Europe, Latin America, Africa, Japan and China. Dean Farer has studied processes of economic and political development outside Europe and North American and has also been a participant. He has taught criminal law and procedure and unarmed self-defense to an African police force and assisted in Uganda's Constitutional revision process in 1994-95. He has also studied the operations of international organizations and in 1993 served as legal consultant to the United Nations Operation in Somalia. In that capacity, he investigated the attacks on UN forces and submitted a report to the Security Council. In 1980, he participated in the successful resolution of the hostage crisis arising from the occupation of the Dominican Embassy in Bogota, Colombia by members of the M-19 guerilla organization. At present, he serves on the Advisory Board of Human Rights Watch/Americas and the editorial boards of Human Rights Quarterly and the American Journal of International Law and on the editorial advisory boards of the Chinese Journal of International Law and The International Spectator. He is a member of the Council on Foreign Relations and The Cosmos Club of Washington D.C. He is a Magna cum Laude graduate of Princeton and the Harvard Law School where he served as Note Editor of the Law Review. In his final year at Harvard he was appointed clerk for Judge Learned Hand. bio | Major-General John F. Phillips | Special Adviser of the Secretary General |
John Phillips is the former Deputy Under Secretary of Defense (Logistics). He was Vice President of the Home Depot Government Solutions Group, which he formed. The organization propelled Home Depot into the federal business, growing to over $100M in the first 12 months of operations. He is now president of Phillips Defense Consultants. His organization boasts of subject matter experts across the range of Defense operations from IT, supply chain management, and acquisition, to Network Centric Warfare. John brings more than 30 years of comprehensive acquisition, aviation, IT, logistics and leadership experience to the organization. He served as Vice President of Government Services for Honeywell, where he has held several positions of increasing importance since 1997. Prior to joining Honeywell, John served as the Deputy Under Secretary of Defense (Logistics), overseeing an organization of 850,000 military and civilian personnel with a budget of $114B where he established an outsourcing and privatization program for the federal government. He led the 1994 Quadrennial Defense Review. The recipient of over 250 awards and decorations, John was honored with Vice President Al Gore's Hammer Award in 1999. John served for more than 27 years in the United States Air Force, retiring with the rank of Major General. His last assignment was Commander, McClellen AFB, California. The military depot was responsible for aircraft, satellites and microelectronic technology. John earned the highest Department of Defense certifications (level III) in Program Management, Acquisitions Logistics, and Computer Systems Development (DOD Black Belt equivalent). He is a fighter pilot with over 3,000 flying hours, 300 hours in combat. He earned wings as a navigator and pilot and was awarded German pilot wings. He has flown the F-15, F-111, T-38, KC-135 and T-37 aircraft. John holds a B.S. degree in biology and chemistry from Jarvis Christian College, Hawkins, Texas, and a Masters of Science degree in Logistics Management from the Air Force Institute of Technology. He was awarded the Degree (Honorary) Doctor of Laws, from Jarvis Christian College. In addition, he is a graduate of the John F. Kennedy School of Government, Harvard University; the National War College; Defense Systems Management College; Industrial College of the Armed Forces; and the University of Southern California, School for Safety Engineering. He is an internationally known speaker and consultant on National Defense. Active in civic and professional affairs, John is a member of the following boards: Army Science Board; International Society of Logistics Engineers ; Association for Enterprise Integration; US China Policy Foundation; Maintenance Repair & Overhaul Conference; Defense Acquisition University; Shades of Blue (Aviation Mentoring), Americorps National Civilian Community Corps, Board of the Air Force Association; and is a former chairman of the Board of Advisors of the Tuskegee Airman, Inc and formerly served on the Board of Boys and Girls Club of America. His other accomplishments include authoring the book, "Navigating the Pentagon" and co-authoring the book, "Military Project Management," as well as numerous articles and lectures on leadership and management. John is a current member of the Navy League and the Association of U.S. Army .He was the 2010 recipient of the DOD Acker award. bio | Hannah Bible, Esq. | UN Affairs Legal Adviser Senior Adviser of the Secretary General |
Hannah Bible Esq., has worked as an advisor to the Asian-African legal Consultative Organization at the United Nations speaking in the General Assembly, scripting legal language for various UN resolutions, and acting as a general advisor within the 6th committee on various legal matters and the 3rd committee regarding economic/ financial issues. Additionally, she has acted as a legal adviser to The World Conservation Union, Pax Romana, and other Intergovernmental organizations within the UN system. She has chaired and continues to sit on several NGO committees relating to microfinance, financing for development, and other initiatives. After attending Fordham School of law and graduating from St. Thomas University School of Law with honors, Ms. Bible acted as an assistant teacher of tax and contracts. Ms. Bible graduated with an LLM in Taxation from New York University and has a BBA in Accounting and prior to law school worked to structure internal compliance mechanisms and headed the reporting of financials for several multi-million dollar non-for-profit projects. As a faculty member of the Walter H. & Dorothy B. International Tax & Financial Services Graduate Program of the Thomas Jefferson School of Law (San Diego), Ms. Bible teaches the law of international trusts & business organizations as well as United States income tax. Ms. Bible is currently a member of the tax section of the Florida Bar.
